Endo to Become Commissioner of Japan’s FSA

Tokyo- -Toshihide Endo, director-general of the Japanese Financial Services Agency's Supervisory Bureau, will be promoted to commissioner of the agency to succeed Nobuchika Mori, effective on July 17, financial services minister Taro Aso said Tuesday.

Teruhisa Kurita, 54, deputy director-general of the bureau, will replace Endo, 59.

Endo entered the Finance Ministry in 1982. After serving as director-general of the agency's Inspection Bureau, he became director-general of the Supervisory Bureau in July 2015.

Along with the appointments, the FSA will revamp its organizational structure.

The Inspection Bureau will be dismantled and its functions will be reassigned to the Supervisory Bureau. By integrating the inspection and supervisory functions, the agency aims to facilitate dialogue with financial institutions.

The Planning and Coordination Bureau will be reorganized into a Policy and Markets Bureau. The new bureau will aim to develop laws regarding fintech, or financial services utilizing advanced information technology.

A Strategy Development and Management Bureau will be also set up to bolster the FSA's role as the financial administrator.

Hidenori Mitsui, 59, director-general of the Inspection Bureau, will serve as director-general at the Policy and Markets Bureau. Kiyotaka Sasaki, 57, vice commissioner for policy coordination, will be appointed as director-general at the Strategy Development and Management Bureau.

Sasaki will be replaced by Junichi Nakajima, 55, deputy director-general of the Planning and Coordination Bureau.
