Japan to utilize AI for tax administration

June 25, 2017

Tokyo- Japan's National Tax Agency has unveiled plans to utilize artificial intelligence for automating response to inquiries and consultations from taxpayers, and choosing tax investigation targets.
The plans were included in the agency's vision for national tax administration in about 10 years.
While the numbers of income tax return filings and corporations have both increased 30 pct from the 1989 levels, that of national tax administration staff has
been decreasing.
The planned use of AI is aimed at streamlining tax administration and allowing staff employees to focus on priority issues.
Under the plan, the agency will receive tax inquiries and consultations via email and online chat, and use AI to give the best answers. Currently, consultations are made via the telephone or face to face.
The agency expects to select tax inspection targets based on the results of an detailed analysis of various data by AI.
AI is also seen proposing the best ways to contact delinquent taxpayers.
The agency is set to consider introducing a system designed to automatically notify taxpayers of minor errors in their tax declarations.
It also hopes to improve taxpayers' convenience by reducing their documentation burdens through exchanges of information between administrative bodies using the My Number common numbering system for social security and tax purposes. (Jiji Press)
