Policy proposals by bureaucrats spreading through social media

Tokyo- A set of policy recommendations compiled by vice industry minister Ikuro Sugawara and his colleagues in their 20s and 30s is spreading widely through social media in Japan in what is a rare case for such a government document.
The proposals feature a wide range of challenges the country is facing, including social security, education and the work style of elderly people, going beyond the ministry's remit.
The document has been downloaded 1.2 million times since it was released online last month.
It contains unusually strong language for material compiled by a government agency.
"We need to create a society in which elderly people support society rather than being supported," the document says on the country's low birthrate and aging population. "We can't allow a called strikeout anymore," it says.
"Everyone avoids facing up to essential challenges," thinking that it is difficult to carry out bold reform measures due to the political situation in which elderly people account for large part of total voters, the document adds. (Jiji Press)
