2 Ilocos Sur cops facing murder charges for minor’s death – PNP

Ilocos Sur police filed murder charges against two of their personnel for the death of a 15-year old complainant in a case of acts of lasciviousness against one of them, Philippine National Police (PNP) said on Sunday.

In a statement, Police General Archie Francisco Gamboa, PNP chief, said Cabugao Municipal Police Station filed last Friday murder charges against Police Staff Sergeant Randy Ramos and Police Staff Sergeant Marawi Torda before the Provincial Prosecutor of Ilocos Sur for the murder of the female minor.

The murdered victim earlier filed a complaint against Torda for alleged acts of lasciviousness while rape charges were also filed against Ramos by the 18-year old cousin of the murdered girl.

Both cops were assigned at the San Juan Municipal Police Station in Ilocos Sur

“They are not men in uniform but animals who deserve to be jailed for life,” Gamboa said.

Investigation records of the Cabugao Municipal Police Station showed the two girls were arrested for violation of curfew and were very drunk when the two policemen allegedly took advantage of them.

The 18-year old victim managed to escape from the suspects.

Gamboa ordered the Regional Director of Police Regional Office 1 to provide security to the 18-year old who was also a rape victim and her family, and ensure the availability of all PNP prosecution witnesses in court proceedings to expedite the murder trial simultaneous with summary administrative procedures.

The suspects are now under restrictive custody at the Ilocos Sur Police Provincial Office in Bantay town while awaiting further disposition by the court. Ella Dionisio/DMS
