Dela Rosa urges people not to condemn cops after 2nd death in Caloocan

Philippine National Police Director General Ronald Dela Rosa said Monday the case of the 19 year old suspected holdupper Carl Arnaiz who was killed by police officers  in Caloocan City is different from the case of Kian Delos Santos.

"I would just like to caution everyone to please not be so quick in condemning our policemen because that is a different case", Dela Rosa said in a press conference in Camp Crame.

Arnaiz died in a shoot out with police two days after Kian Delos Santos was killed. He was identified by his parents 10 days after his death, he said.

Dela Rosa said the police officers involved in the case responded after a taxi driver reported that he was robbed .

"What the police did was they responded and they brought the driver. They went around the area where he was held up and the holdupper had not boarded a vehicle. He was still in the area", he said.

The taxi driver pointed out Arnaiz as the one who held him up.

The 17 year old Kian Delos Santos who was allegedly a drug courier was shot three times based on the autopsy report of the Public Attorneys Office in a anti crime operation of the Caloocan Police on August 16.

Dela Rosa said National Capital Region Police Office director Oscar Albayalde relieved the police officers involved in the Arnaiz case on Sunday.

"The police version really is very clear. They responded...when they came to the area, the taxi driver  said 'Sir, that is the one who did the holdup.' When they are going to accost him, he engaged them in a fire fight. That is the report that we received", he said.

The Public Attorney's Office will file criminal charges against the police officers involved in the case this week claiming their forensic report bore marks of torture, news reports said.

Dela Rosa said the PNP is open to the cases that will be filed by the PAO regarding the case of Arnaiz.

"No problem with us. As I have said we are open.. we are open to everything", he said. Alanna Ambi/DMS
