House fails to ratify bicam report on Bangsamoro Organic Law

The Senate ratified the bicameral conference committee report of the Bangsamoro Organic Law but the House of Representatives failed to do so as it is caught in a looming leadership change.
Pampanga Rep. Gloria Macapagal Arroyo has emerged as the replacement for Speaker Pantaleon Alvarez, news reports said.
Session at the House was adjourned towards noon but congressmen were reported to be returning to the Plenary Hall. Radio reports said congressmen signed a manifesto of support for Arroyo's leadership.
President Rodrigo Duterte was to sign the Bangsamoro bill into law before he delivers his State of the Nation Address around 3:30 pm. DMS
