May 28, 2018

Jollibee Food Corp. and Dole Philippines Inc. were found have the most number of labor-only contracting workers, a report by the labor department said Monday.

Jollibee and Dole were found to have 14,960 and 10,521 affected workers, the report said.

Labor Secretary Silvestre Bello III said they came out with the name of erring companies after submitting their preliminary list to President Rodrigo Duterte.

“We only submitted a list because the president directed us to submit it to the list of non-compliant establishments,” said Bello in a media briefing.

Asked what will happen to companies in the list  Vello said they would be ordered to regularize concerned workers.

“Compliance within a month would already be acceptable, but not in a year’s time,” said Bello.

Completing the top 10 are PLDT: 8,310; Philsaga Mining Corporation: 6,524; General Tuna Corp.: 5,216; Sumi Phils Wiring Systems Corp.: 4,305; Franklin Baker Inc: 3,400; Pilipinas Kyohritsu Inc: 3,161; Furukawa Automotive Systems Phil Inc : 2,863; and Magnolia Inc : 2,248.

The other 10 firms are KCC Property Holdings Inc :1,802; Sumifru Philippines Corp: 1,687; Hinatuan Mining Corp.: 1,673; KCC Mall De Zamboanga: 1,598; Brother Industries (Philippines) Inc: 1,582; Philippine Airlines and PAL Express: 1,483; Nidec Precision Philippines Corp. : 1,400; Peter Paul Phil Corp: 1,362; Dolefil Upper Valley Operations - 1,183; and DOLE Stanfilco 1,131.

The 20 companies form part of the 3,377 companies found to be suspected or engaged in labor-only contracting  involving 224,852 workers.

Of the total, 2,610 firms are only suspected based on results of labor inspections; while the 767 companies were  found to be engaged in labor-only contracting and have been issued compliance orders.

The 3,377 companies found or suspected to be engaged in labor-only contracting are part of the 99,526 companies that have been inspected by DOLE between June 2016 and April 2018.

Back in April, Duterte ordered Bello to submit within 30 days an inventory of companies that are involved in “labor-only contracting”.

Bello said including the companies in the list, even if some of them have already complied, will not put them in a bad light.

“It is possible that some of them have already complied. And if they have, we will also announce them,” said Bello. DMS
