Despite receiving a lot of support, the chief of the National Capital Region Police Office (NCRPO) on Tuesday said the police officer involved in an argument with a foreigner in Dasmarinas Village, Makati will still be subject to investigation by the Regional Internal Affairs Service (RIAS).
“On this kind of incident, we have our own investigation… I already talked to the RIAS to check on this case even it was already justified,” Police Major General Debold Sinas said in a virtual presser.
A video which became viral showed Police Senior Master Sergeant Roland von Madrona confronting Spaniard Javier Salvador Parra in Dasmarinas Village after cops cautioned his maid to wear face mask or pay a fine of P1,000 for violating the city ordinance.
“I told them (RIAS) to check on it so that if the police committed violations, he will be reprimanded. So we collate (information) already,” Sinas said.
“The investigation is ongoing,” he added.
Sinas said the purpose of the investigation is to check if Madrona had shortcomings on his actions in dealing with residents and to improve their police operations.
“If he had shortcomings on his actions, we can reprimand him… the (RIAS) will do the investigation to check the fractions and observation on how to improve (operations),” Sinas said.
RIAS will file administrative charges if proven there is probable cause for him to face charges.
“It’s the RIAS who will do the administrative action… Whatever the recommendation of RIAS, if it is doable, why not?” Sinas said. Ella Dionisio/DMS
