Manila shuts down barangay in Tondo for 24 hours

Manila City Mayor Francisco “Isko Moreno” Domagoso ordered a 24-hour total shutdown of Barangay 20 in Tondo starting Tuesday 8 pm after learning residents have been conducting  leisure activities such as boxing and bingo.

Because residents have defied the order to strictly implement enhanced community quarantine, Domagoso immediately ordered disease surveillance, testing and rapid risk assessment operations in the barangay.

Executive Order No. 19, signed by Domagoso Monday night places the barangay under a total shutdown from 8 pm on Tuesday until 8 pm on Wednesday.

“A video was posted on Facebook showing a group of more or less one hundred people, including children, participating and spectating in what appears to be an informally organized boxing match by the side of the street,” the executive order stated.

“The video shows blatant violations of the enhanced community quarantine guidelines and social distancing protocols thereby creating immense risk of exposure and contraction of COVID-19 to those involved in the event,” it stressed.

Domagoso said Manila City government healthcare personnel will conduct surveillance activities and testing operations while residents are prohibited from leaving their houses.

“During the shutdown period, all residents of the said barangay shall be strictly confined to their residences and are prohibited from going out of their houses,” the executive order stated.

Healthcare workers as well as officers and members of the police, military, coast guard and other government offices involved in emergency frontline services are exempted from the order.

 Domagoso said “all commercial, industrial, retail, institutional and other activities in the said barangay shall be suspended within the specified period of the shutdown.”

Domagoso also directed the Manila Police District (MPD) Station 2 to deploy officers in strategic locations and areas of the barangay to enforce the shutdown. DMS
