MMDA Assistant General Manager for Planning Jojo Garcia said the Metro Manila Council, the policymaking body of the MMDA, approved this on December 5., Under this policy, Garcia said only those vehicles with two or more passengers can pass the HOV Lane, which will be at the leftmost, which is the fifth lane along EDSA, Motorcycle riders can also use the HOV lane aside from the fourth lane, MMDA said. Private car drivers with no companion can still use the motorcycle lane, which is the second lane and third lane from the MRT.
