NDF consultant Baylosis, Roque refuse to be booked: police

February 2, 2018

National Democratic Front (NDF) consultant Rafael Baylosis and his companion Guillermo Roque refused to undergo booking procedures in Camp Crame Thursday, a police official said Friday.

Senior Superintendent Wilson Asueta, head of the Criminal Investigation and Detection Group (CIDG) National Capitol Region office, said Baylosis did not say why he refused to be booked.

Unless Baylosis and Roque refuse to undergo booking, Asueta said police "intend to file cases ( of disobedience of lawful order) against them soon."

Assistant Quezon City Prosecutor Nilo Penaflor, the inquest prosecutor, said late Friday Baylosis and Roque were lawfully arrested and the evidence is enough to hold them for trial in court.

Penaflor recommended no bail for illegal possession of explosives and P120,000 bail bond for the illegal possession of firearms.

Baylosis and Roque were arrested at Katipunan Avenue in Quezon City on Wednesday by a police-military, which found two. 45 caliber 45 pistols and a grenade on them. Police filed illegal possession of firearms and explosives against Baylosis.

Visiting Baylosis and Roque Friday, Anakpawis partylist Rep. Ariel Casilao said they are seeking an investigation on Baylosis' case.

Speaking to reporters after seeing Baylosis and Roque, Casilao is certain the evidence was planted as it is illogical for Baylosis to be carrying firearms and explosives in the middle of a city.

“That kind of style is no longer believable just to justify an illegal act,” said Casilao.

Philippine National Police Director General Ronald dela Rosa disputed allegations the firearms and grenade recovered from Baylosis were planted by the police.

Reacting to comments by lawmakers of the Makabayan bloc at the House of Representatives who visited Baylosis and Roque,  Dela Rosa said “When a drug pusher is arrested, the suspect will say we planted shabu. That's just what it is.”

The Philippine government said it ended peace talks with the Communist rebels last December and ordered the NDF consultants re-arrested. DMS
