PNP Internal Affairs Service to finish investigation on Nuezca in 30 days

December 22, 2020

The Philippine National Police- Internal Affairs Service (PNP-IAS) on Tuesday said they are aiming to finish in 30 days the investigation in the administrative case of Police Senior Master Sergeant Jonel Nuezca who killed his two neighbors after a heated argument in Paniqui, Tarlac last December 20.

In a radio interview, Inspector General Alfegar Triambulo said they started their investigation on the day of the incident.

He said he went to Tarlac on Tuesday.

“Under our rules, we have to finish the case within 90 days but we have a program that (cases) should be finished within 40 days that’s why now we will try to finish (this case) within 30 days,” Triambulo said.

“That is the timeline I give to ensure that we will meet the target,” he added.

Triambulo said the video recorded by the relatives of Sonya Gregorio and her son Frank will be a big help in the investigation.

“The picture or the video clips speak of a thousand words. The video speaks for itself, the crime committed by our police and besides he admitted to it when he surrendered,” he said.

Nuezca shot Sonya Gregorio and her son Frank when they had an altercation in Paniqui over the weekend.

Nuezca was criminally charged for two counts of murder during an inquest Monday afternoon. Nuezca is under custody of the Paniqui Municipal Police Station.

Once recommended for dismissal, Triambulo said Nuezca will be barred from working in any government offices.

His pension and other benefits will also be forfeited.

“What we cannot forfeit, as per SC (Supreme Court) rules is the accumulative leave that can be converted into monetary value,” he said.

Triambulo said they want to immediately finish Nuezca’s case so that he will stop receiving his salary as policeman.

“Because if this will take a long time, the victims will be aggrieved (because) justice delayed, justice denied. The government is also losing because we are still paying him because there is a presumption of innocence until proven guilty in our law,” he added.

Police reports said the cause of their argument started when the police heard an explosion caused by a PVC cannon in the house of the victim.

Their argument shifted to their long standing issue on right of way.

Nuezca's shooting was caught on video and was posted in social media, triggering outrage.

The PNP condemned the action of their personnel and assured the family of the victims that justice will be served. Ella Dionisio/ DMS
