PNP says 9,000 police personnel face various penalties for admin cases since 2016

The Philippine National Police ( PNP) on Monday said around 9,000 police personnel faced various degrees of penalty for administrative cases since 2016.

In a press briefing, PNP’s officer-in-charge, Police Lieutenant General Archie Francisco Gamboa said from July 2016 until September 20, a total of 9,172 PNP or roughly 4.7 percent of the total number of cops  in service, had been meted various degrees of penalty for administrative cases arising from involvement in criminal activity, and violation of PNP rules and regulations.

Among those penalized were 2,806 personnel dismissed from service, 535 demoted in rank, 4,721 suspended, 762 reprimanded, 60 restricted to quarters, 208 forfeited salary and 80 withheld privileges.

Those dismissed from service include 454 personnel found guilty of involvement in illegal drugs, 352 of whom tested positive for drug use while 102 were involved in drug-related activities.

“Over the last nine months of 2019 alone, 2,286 personnel were slapped with similar penalties for administrative cases,” Gamboa said.

“More has yet to be done in our internal cleansing program. While we’ve dismissed and disciplined more than 9,000 of our personnel, this punitive measure should be deliberate and persistent in seeking the help of faith-based organizations to add more volunteers to the more than 7,000 life coaches mentoring our 190 thousand plus personnel on their weekly work-life sessions that are values driven,” he said.

Gamboa said the involvement of PNP personnel in illegal drugs and other forms of corruption is a scourge.

“Therefore, I demand that not only the Integrity Monitoring Enforcement Group but equally so all the regional and provincial directors as well as the chiefs of police to lead in rooting out and destroying this menace. I expect no less,” he said.

He also instructed all concerned PNP units and offices to ensure speedy processing and release of all benefits for cops.

“If the internal cleansing program should be more forcefully implemented through a system of reward and punishment, then by all means we will implement it that way,” said Gamboa. Ella Dionisio/DMS
