PNP says Advincula must submit affidavit to be credible

Philippine National Police ( PNP) General Oscar Albayalde on Monday said all allegations made by the self-confessed “Bikoy”, Peter Joemel Advincula will be nothing unless he submits an affidavit.

In a press briefing, Albayalde said Advincula left their premises without giving his statements and evidence.

“He did not provide anything as of this time and probably if he will return, he is willing to give his extrajudicial confessions through his counsel then will gladly take his extrajudicial confession,” he said.

Albayalde said they could not ask for his statement while he was under their custody because he did not have any lawyer.

He added they are willing to help him with legal assistance.

“Basically we cannot get (his cellphone) without his statement. He will be submitting everything upon his return, if ever he return and we believe most probably because that is what he said and he will be seeking for assistance,” said Albayalde.

The PNP chief said Advincula did not say when he will return to the police but he has a communication with the Criminal Investigation and Detection Group who helped him surrender.

“But we are preparing for (the investigation). We already have a dedicated team from the CIDG but until he gives his sworn statement then we cannot (do anything). We can start from (what he said). We can verify that but of course we need his sworn statement stating his allegations also the person and places involved, that has to be covered by a sworn statement,” said Albayalde.

Asked if Advincula changes his mind again, Albayalde said they did not claim that he was credible in the first place.

“What we’ve said in the first place, our statement is he has cases of estafa and he previously fooled no less than our senior police officers during the previous months. He is known ( to be) like that and our stand here is he has to give his sworn statement and provide us with evidence,” he said.

Albayalde reiterated that Advincula posted bail over the weekend upon return of the warrant for his arrest and left without a formal request for security. Ella Dionisio/DMS
