December 26, 2018

A congressman and his father who is a town mayor in Iloilo province allegedly assaulted a policeman in a town Wednesday morning, police said.

The Western Visayas regional police is preparing to file charges of physical injuries, alarm and scandal, direct assault and grave coercion against Iloilo Rep. Oscar Garin Jr.

Police are also preparing a complaint against his father, Guimbal Mayor Oscar Garin, for grave threat.

Chief Superintendent John Bulalacao, Western Visayas police director, said the Garins beat up Police Officer 3 Federico Macaya at the town's police station around 3:20 a.m.

Bulalacao said the two disarmed Macaya, with the younger Garin  using the cop's handcuffs to restrain him.

Congressman Garin allegedly punched Macaya's face and kicked his body.

“He even spit on the face of the policeman who was in uniform,”Bulalacao said in a phone interview.

The mauling was witnessed by Senior Inspector Antonio Monreal, whom Bulalacao relieved for failure to help Macaya.

Bulalacao said the Garins were angry at Macaya after the latter did not file a complaint. against a 28-year-old man who hit another man at the public plaza on Dec. 22.

Bulalacao said the Garins were unaware  both parties reached a settlement.

Bulalacao recalled the Garins'  two police escorts.

“I told Congressman Garin that I'm taking this incident as an affront to me. I will not let this pass without taking action against them,” he said. DMS
