September 26, 2019

The Philippine National Police- Integrity Monitoring and Enforcement Group (PNP-IMEG) arrested a police officer allegedly involved in illegal activities such as drugs and extortion in Muntinlupa City Wednesday afternoon.

Police Brigadier General Bernard Banac, the PNP spokesman, said arrested was Police Staff Sergeant Raphael Aves Justo assigned at the National Capital Region Police Office.

Justo was apprehended  by elements of IMEG and PNP- Intelligence Group in a buy-bust operation around 2:15 pm at Barrio Karunungan, Type C NBP Reservation, Poblacion, Muntinlupa City.

The operation stemmed from an intelligence packet developed by IMEG based from various reports on rampant involvement of  Justo in illegal drugs and other activities in Muntinlupa City.

Record showed Justo was suspended several times, with the latest a suspension for 41 days effective Aug 30, 2019 to Oct 9, 2019.

Justo was also caught on video sniffing shabu on two occasions with his customers inside his house which he uses as drug den.

Justo was arrested after he sold a sachet of suspected shabu worth two thousand pesos to a police poseur buyer.

Authorities recovered a sachet of transparent heat-sealed suspected shabu.

Justo was placed under the custody of IMEG for further investigation and proper disposition prior to filing of appropriate admin and criminal charges.

The PNP purposely created IMEG to run after rogue cops who have no place in the organization.

"PNP's internal cleansing will be relentless and will continue on until all rogue cops especially those involved in illegal drugs will be weeded out from the service and charged in court," said Police General Oscar Albayalde, the PNP chief. Ella Dionisio/DMS
