DILG to issue another show cause order vs officials who do not perform clean up drive

The Department of Interior and Local Government ( DILG) said they are set to issue a show cause order once more against local government officials who are not complying with their clean up drive campaign.
DILG Undersecretary for Barangay Operations Martin Diño said around 1,000 local government unit officials will be asked to explain why they are not complying with the department’s weekly clean up drive.
“Rough estimate is around 1,000 barangay officials (from) 5,714 barangays remain to be indifferent to our cause, making a complete mockery of our overall campaign by continuously disregarding these high level orders for rehabilitation of the bay,” Dino said in a press briefing.
Dino said it’s about time for those officials to learn their lesson for not complying in enforcing applicable environmental laws and policies under the Republic Act 9003.
RA 9003 or Ecological Solid Waste Management Act of 2000 created the necessary institutional mechanisms and incentives, declaring certain acts prohibited and providing penalties, appropriating funds, and for other purposes.
“Right now, we are prepared for issuance of show cause order to barangay captains in Region 3 (Central Visayas), Region 4A (Calabarazon) and NCR (National Capital Region) who failed to comply in mentioned circular,” he said.
Dino said the DILG released Memorandum Circular 2019-07 and 2019-09 that will speed up the cleaning of Manila Bay through a weekly campaign that should be conducted by LGUs.
The DILG had issued show cause orders to 110 local government officials.
He said they are preparing the policy to arrest all those living in barangays around Manila Bay that will throw garbage in canals, estuaries and rivers.
By releasing the second batch of show cause order, Dino warned the barangay officials they will face charges if they keep on neglecting on their duty to conduct weekly clean up drive.
“Once my office receive (an information) that you are always non-compliant, I will send a show cause order and if you will not answer I will send it to Ombudsman,” he said.
