Duterte forms Cabinet cluster to focus on infrastructure

President Rodrigo Duterte has reorganized the Cabinet cluster system by creating an Infrastructure Cluster amid his administration's intensified efforts to build more infrastructure projects. This was contained in Executive Order No. 24, which Duterte signed on May 16. "The Office of the President has signed and approved EO No. 24, reorganizing the cabinet cluster system by integrating good governance and anti-corruption in the policy frameworks of all the clusters and the creation of the Infrastructure Cluster and Participatory Governance Cluster," Jonas George Soriano, spokesman of the Office of the Cabinet Secretary. "This is in consonance with the Build, Build, Build efforts of this administration as well as the need for change and anti-corruption at all levels," he said. He said the Infrastructure Cluster was formed to focus on infrastructure development for the realization of the 10 point socio economic agenda as well as the Build Build Build initiative. Public Works Secretary Mark Villar heads the Infrastructure Cluster. The Participatory Governance Cluster, on the other hand, seeks to enhance citizen's participation in governmental processes, Soriano said. The Cluster will be headed by the secretary of the Department of Interior and Local Government. The EO also provides for the creation Cabinet System Secretariat which shall be under the OCS. Prior to the new EO, some of the existing Cabinet Clusters were involved on climate change adaptation, security, and economic development. (Celerina Monte/DMS)
