Eleazar scolds cop involved in death of child in Caloocan

Police Major General Guillermo Eleazar, director of the National Capital Region, on Wednesday scolded the policeman involved in the death of a six-year-old child in Caloocan City.

Eleazar went to North Caloocan in the afternoon to visit the wake of the child who is a victim of alleged indiscriminate firing.

Relatives of the victim narrated to Eleazar what happened last April 28.

Afterwards, Eleazar went to the Caloocan City Police Station and scolded Corporal Rocky delos Reyes.

Delos Reyes told the NCRPO chief he accidentally shoot the victim’s grandmother because the incident escalated quickly.

Earlier, the police officer said he shoot at the floor which resulted to injuring the victim’s grandmother because of his fear from being mobbed.

“It happened so fast and because of your irate, you shoot them. There are no indication that a shooting transpired there. No one is saying there’s a shootout, even the one you shot,” said Eleazar.

“Rot in jail and I will assure that you will be removed from service. You don’t have the right (to be on) the PNP organization,” Eleazar angrily said.

Eleazar said they filed administrative cases against Delos Reyes but he assured that the police officer will undergo due process.

“And eventually he will be sacked from service. There will be due process but our chief PNP (Oscar Albayalde) gave an instruction to solve this immediately,” he said.

He said they will also solve other cases Delos Reyes is involved.

“This is what we are saying that this kind of policeman has no place in our organization,” said Eleazar.

In a TV interview, Caloocan City Police chief Colonel Restituto Arcangel also said there are no indications of shootout in the crime scene opposite to the claim of Delos Reyes he is arresting a wanted person.

“There are no indication of shootout in the area. It just so happened that our police is there and holding a gun. That’s why there is a strong possibility that the bullet who killed the child is from him,” said Arcangel.

This is not the first time Delos Reyes was involved in indiscriminate firing.

“He was invited to a birthday party and while they are in the house as guest, someone throws rock prompting him to go out and fired (as warning),” he said.

Delos Reyes has also a record of being drunk while on duty.

Delos Reyes will also face criminal charges, such as murder after it was recommended by the Caloocan City Prosecutor's office during his inquest proceeding.
