Gamboa says all PNP regional, national units head pass probationary period

Police Lieutenant General Archie Francisco Gamboa said all regional and national support units directors who went on three-month probationary period received a “passing grade”.

“The evaluation has already been submitted to me, the three months I’m talking about  and generally all passed if our basis is maybe 75 (percent),” Gamboa said in a press briefing Thursday.

He said the lowest grade a police official received was 75. 13 percent.

The PNP chief said to improve performances of the police officers, he will raise the passing rate for the next evaluation.

“What I will do is that I will evaluate and then later or in the succeeding months will raised the passing grade a bit so that everybody will exert effort to increase their grade,” he said.

“It’s hard to remove (an official) when they did not even failed because are performing in the accordance with the standards we set,” he added.

Upon his assumption as the officer-in-charge of the PNP last October 14 last year, Gamboa conducted a major revamp to all key positions in the organization that will be under probation for three months.

He said they are improving their rating system as this could help them in  in deciding how and who should be removed from their posts.

“We are also taking consideration because there are other units who are complaining that their duty is peculiar... we still request regional directors and national support units to continuously give us input to improve our rating system because once this is institutionalize it will now be a very good tool for the chief PNP to decide, who should be remove? How do we raise our standards? Periodic evaluation is good thing so that they will also know where to improve,” Gamboa said.

On Wednesday, Gamboa announced a reorganization as his previous post, deputy PNP chief for administration wast vacated after he was designated as the head of the organization.

He said this is due to the retirement of some senior police officers.

In a special order dated January 19, Police Lieutenant General Camilo Pancratius Cascolan was designated second in command as deputy PNP  chief for administration, while Police Lieutenant General Guillermo Lorenzo Eleazar is third in command as deputy PNP chief for operations.

Gamboa named Police Major General Cesar Hawthrone Binag as the new chief of directorial staff.

Replacing Binag as director for information and communication technology management is Police Brigadier General Dionardo Carlos, whose former post as Highway Patrol Group director will be filled again by Police Brigadier General Eliseo Cruz.

Deputy PNP Central Luzon regional director for operations, Police Colonel Rhoderick Armamento was elevated acting CIDG deputy director.

Others designated to new positions is Brigadier General Rex Dela Rosa who is appointed as deputy Central Luzon regional police director for administration,  Replacing De la Rosa as deputy Soccsksargen regional police director for administration is Colonel Bernard Tambaoan.

Three  officials who also got new assignments were Colonel Nickson Muksan as deputy director of the training service, Colonel Vincent Calanoga as deputy director of the human rights affairs office and Col. Ferlu Silvio, now with the foreign liaison division of the directorate for intelligence.

“I am expecting the Senior Officers Placement and Promotion Board (SOPPB) to submit further recommendations for the series of projected reorganization of PNP officials to key positions in different levels of the organization in anticipation of the retirement of some senior officers in the coming months,” Gamboa said.
