Guanzon says NPO may have sub-contracted printing voter information sheet

Commission on Elections (Comelec) Commissioner Rowena Guanzon said the National Printing Office might have committed an offense if it is proven they have sub-contracted printing of the voter's information sheet.
In an ambush interview on Wednesday before the canvassing of the senatorial votes started, Guanzon told the reporters the National Printing Office allegedly sub-contracted privately-owned Holy Family Printing Office to print the voters' information sheet.
"(T)he voters' information sheet which we awarded to National Printing Office, because it's a government to government transaction, had no bidding. I also recently found out that they might have sub-contracted the voters' information sheet to Holy Family Printing Office," Guanzon said.
"That sub-contracting is against our rules," she clarified.
This, according to Guanzon, is another issue aside from the flaws and mistakes found in the printed sheets.
"It could have confused the voters which could result to failure of elections," Guanzon reiterated.
The government printing office is allegedly asking the commission to pay four pesos per sheet.
The National Printing Office will be made accountable for the offense if investigation showed that there was a sub-contract.
