NCRPO trumpets tight enforcement of city ordinances

Police Major General Guillermo Eleazar, National Capital Region chief, on Friday shared their one-year accomplishment against violators of local ordinances.

"After a year since the intensified enforcement of city ordinances, as well as the campaign against the loiterers or loafers ordered by President Rodrigo Roa Duterte, the NCRPO ( National Capitol Region Police Office) announced that it was able to apprehend more than a million violators," said Eleazar in a statement.

He said the campaign is meant to enforce city and municipal ordinances that ban drinking in public places; smoking in public, gambling in public and being half naked; minors outside their homes in curfew hours and others.

Based on their data, from June 13, 2018 up to June 13, 2019, they have recorded a total of 1,116,707 violators.

A total of 746,846 violators were warned, 209,193 violators were fined and 160,668 were charged.

In support of this campaign, Eleazar cited the “Broken Windows Theory" which states "crime is the inevitable result of disorder."

He explained that a broken window, that is not attended, speaks badly of one's home and neighborhood.

The theory says little unattended bad situations lead to bigger ugly situations that can lead ultimately to widespread chaos and disaster, according to Eleazar.

Following this theory, the Philippine National Police (PNP) justified the order of Duterte to implement local ordinances strictly.

"Just like drinking in the streets, when they have misunderstanding or argument, it leads to fight which may result to death. Violating a simple ordinance will lead to bigger crimes," said Eleazar. Ella Dionisio/DMS
