New PNP unit arrest two cops in for alleged illegal activities

The newly-implemented Philippine National Police's Integrity Monitoring and Enforcement Group (IMEG) on Tuesday arrested two cops in separate entrapment operations for their illegal activities.
Police Colonel Romeo Caramat Jr., IMEG director, identified the arrested cops as Police Corporal Joeton Samson and Police Staff Sergeant Alejandro Alba Ruz.
Samson was arrested along Mc Arthur Highway, Brgy Maimpis in San Fernando City, Pampanga for extortion while Ruz was arrested inside Ermita Police Station in Manila for kidnapping and serious illegal detention.
Around 9:46 am, joint elements of IMEG and PNP Intelligence Group conducted entrapment operation which resulted in the arrest of Samson, who is assigned at the Mabalacat City police station and also detailed as jailer at Pampanga provincial police office after receiving the marked boodle money amounting to P150,000.00 from the complainant.
"The complainant just reported to us yesterday that Samson is asking for P150,000 in exchange for the vehicle," said Caramat.
"I will also check his superiors. Why is he allowed to use the car and release it from custodial evidence (office)?," he said.
Caramat said during the operation, Samson tried to evade arrest, prompting officers to neutralize the suspect by shooting at the car's tires.
"When he was cornered, he tried to shoot the officers, making them retaliate and shot him," he said.
Samson injured his left shoulder and is set for operation at the hospital.
The vehicle was allegedly confiscated during a drug operation.
Ruz is assigned at Manila Police District Station 5, and also detailed at Manila Traffic and Parking Bureau at City Hall.
Around 9:30am. operatives implement the warrant of arrest against Ruz inside the station.
Caramat said they will investigate why Ruz was still on duty despite a warrant of arrest against him dated in 2015.
"This is a no bail bond (case)... we are curious why he is still on duty despite of having a warrant of arrest," he said.
He said they received a complaint asking why Ruz is still on duty.
"We immediately acted on the matter resulting to his arrest," he said.
Caramat did not mention Ruz's case.
Ruz told media his arrest is just a matter of mistaken identity.
Ruz is under IMEG custody for proper disposition prior to being surrendered to the court. IMEG personnel are preparing for filing of appropriate charges against Samson.
Caramat said more operations are underway against rogue cops.
"We are monitoring a lot (of cops) and we admit that there are still a lot of scalawags in our group. Our unit will not stop once we validate a report," he said. Ella Dionisio/DMS
