PNP gets new chief of Human Rights Affairs Office

The Philippine National Police- Human Rights Affairs Office (PNP-HRAO) has a new chief, according to its spokesman.

In a press briefing Tuesday, Police Brigadier General Bernard Banac said the officer-in-charge of the PNP has designated Police Brigadier General Ildebrandi Usana as the new head of the HRAO last January 13.

Usana is a member of Philippine National Police Academy Class of 1988,

“Usana was erstwhile Acting Regional Director and Deputy Regional Director for Administration of Police Regional Office (PRO) 7 (Central Visayas) before he assumed post as HRAO chief,” Banac said.

“In addition, he will lead the PNP-HRAO to mainstream and overview Human Rights concerns in the PNP's policies and processes and responses to the requirements of due process and rule of law in police operations,” he added.

The PNP-HRAO was activated on June 29, 2007.

Replacing Usana will be Police Brigadier General Domingo Cabillan, a member of PNPA Class of 1989.

Cabillan was the Deputy Regional Director for Administration of PRO 11 (Davao Region)

Other senior officials who will also assume new posts were Police Colonel Alessandro Abella, the new acting Chief of Women and Children Protection Center and Police Colonel Armando De Leon, the new acting Deputy Regional Director for Administration, PRO 11.

Last December 23, 2019, Police Colonel Jimmy Catanes was named as the acting Regional Director of Regional Internal Affairs Service 3 (Central Luzon).

“Gamboa said the latest round of reorganization manifests the continuing reform in the command structure of the 205,000-strong police force under his watch,” Banac said. Ella Dionisio/DMS
