PNP says death penalty can be restored if justice system, law enforcement improve

Philippine National Police ( PNP) General Oscar Albayalde said lawmakers can restore the death penalty provided the justice system and law enforcement will improve.
“If our justice system and judiciary are flawless, maybe we can bring back the death penalty,” Albayalde said in a radio interview Thursday.
He said it will be hard to convict a person and be sentenced to death penalty if he is innocent.
“I think we have to improve first on our (justice) system even our law enforcement. We are not excused on that,” said Albayalde.
For now, Albayalde said it is not yet time for death penalty to be implemented.
President Rodrigo Duterte has been pushing to reimpose the death penalty saying it is the only way to instill fear into criminals.
