PNP to implement number coding scheme in Camp Crame

The Philippine National Police ( PNP) will implement a number coding scheme inside Camp Crame after they noticed an increase in the number of vehicles which their parking slots cannot accomodate
In a press briefing on Friday, Police Lieutenant Colonel Ruben Andiso, chief of the operations and management division of the PNP Headquarters Support Service said the Unified Vehicular Volume Reduction Program will be implemented starting on June 3.
“This number coding scheme will depend on the last digit of plate number or conduction sticker of the vehicle,” Andiso said.
“This is under instruction of the Chief PNP (Police General Oscar Albayalde) during the directoral staff conference last April 28, 2019,” he said.
Vehicles whose plate number ends in 1 and 2 cannot enter Camp Crame on Monday, 3 and 4 on Tuesdays, 5 and 6 on Wednesday, 7 and 8 on Thursday; and 9 and 0 on Friday.
Andiso said daily there are 5, 412 vehicles entering Camp Crame but they have around 2,043 parking slots.
Of the 5,412 vehicles, 3,247 were owned by active PNP personnel, 945 were owned by retired police officers and 1,220 were from civilians who visit the headquarters to avail of PNP services.
He said the variance between the volume of vehicles and the number of parking slot is 3,369. Even with the ongoing construction of two multi-level parking areas at the Transformation Oval and Training Service, the additional 450 parking slots are not enough.
Once the construction of the new parking area in the Transformation Oval is finished, Andiso said guests may pay but it will be on a “first come, first serve” basis.
Andiso said the increase in the number of civilians availing of their services and promos being offered by car companies maybe some of the reasons there is an increase in the volume of vehicles entering Camp Crame.
According to Andiso, vehicles with official marks or stickers such as PNP, Armed Forces of the Philippines, other government offices, diplomatic plates and accredited media vehicle are exempted.
Also exempted are vehicles owned by national headquarters assigned personnel; condominium and apartment tenants with designated parking area; and those who are carrying persons needing immediate medical attention.
“We did not say temporary but this might be continuous (implementation),” said Andiso.
Police Brigadier General Rene Pamuspusan, Headquarters Support Service director, advised all Camp Crame-based personnel and clients and all vehicles with license plates or conduction stickers with last digits are prohibited in entering the camp on the specified date from 4 am to 7 pm.
