Woman says she was raped by two QC cops

Two police officers arrested a 22-year-old woman for illegal gambling on Nov 3 in Quezon City but the woman claimed the cops told her she can be released in exchange for having sex with them.

She agreed and was let go.

On Nov.6, the woman, named only as Maria, filed a complaint with the National Capitol Region Police Office and filed a complaint for alleged rape.

On Wednesday, the National Capitol Region Police Office presented Police Officers 1 Jayson Portuguez, 29, and Severiano Montalban III, 31,  both from Novaliches Police Station 4 of the Quezon City Police District (QCPD).

Portuguez was arrested around 2 am on Nov. 6 while on duty at the police station after he was identified by the victim. Montalban surrendered to Quezon City Police District Station 4 commander Superintendent Rossel Cejas around 7 pm of the same day.

An angry NCRPO Director Guillermo Eleazar presented the two policemen in a media briefing Wednesday in Camp Bagong Diwa, Taguig City.

"You know what happened last week. You don't use your heads", Eleazar berated the two. He was referring to the case of a Manila police who raped the daughter of a drug suspect to that the former could be freed.

According to Maria, the suspects arrested her and five women for illegal gambling in a plaza in Barangay Novaliches on Nov. 3 around 12:20 am.

She told police they were brought to the Quezon City General Hospital for examination. She asked the policeman to release her as her husband is in jail for the same offense. Maria claimed Montalban told her she must have sex with them to be free. Later, she was released along a street.

Eleazar said the suspects are facing charges for violating the Anti-Rape Law. DMS
