At daybreak of April 17, the fishermen
could already see Chinese fishing vessels
on the horizon.
At about 9 am, they anchored off Panatag
shoal and provided supplies to the three
smaller fishing boats.
The weather however began to turn bad as
a low pressure area that had crossed into
the Visayas, and was moving northwest
off Coron, Palawan, started to make itself
felt in the area.
The captain ordered his fishing boats to
seek shelter inside Panatag/Scarborough
where they were joined by Chinese fishing
vessels. On guard, inside the mouth of the
shoal was a Chinese coast guard ship.
